Sheriff K.C. Hamp announces that the Tunica County Sheriff’s Office has charged former Chief Deputy Willie “Cat Daddy” Starks and Jimmy Bowman in the murder of James “Ju-Man” Carter that occurred September 14, 1998. Willie “Cat Daddy” Starks has been charged with Murder and Obstruction of Justice. His bond has been set at $1,000,000.00. Willie “Cat Daddy” Starks is currently serving a 30 years sentence in a federal correctional facility. Jimmy Bowman has been charged with Accessory and is currently being held in the Tunica County Detention Center on a $1,000,000.00.
