Samuel Paul Hartman, 39, was arrested along with his wife, his mother and his mother's boyfriend at a hotel in Lewisburg, West Virginia - the Marshals Service said in a news release. Hartman escaped from the East Arkansas Regional Unit on August 12, 2022, and has been a fugitive from justice since then.
